i think tobiramas real strength lies in how smart he is. like minato and kakashi(although his sharigan helps a mega **** ton.)
hes like shikamaru but with justus aswell as strategy. hes got some pretty good jutus but nothing op like a bm chakra mode, sharingan or mokuton. shunshin must take alot of brains since alot of realy smart ninjas can't use it.

What are you basing that on? All hes shown to be good at so far is short quick movements and throwing water around.

Obito is just crazy fast. They didn't have time to react or it's just a clone as the real Tobirama is at one of the corners of the 4 Red Sun Seal thing. As to why Hashirama is a wood clone and not the real one.

A Hokage doesn't have to be necessarily super strong. Just because Hashirama is a god-level character, doesn't mean that the others have to be as well.

Tobirama could have been a great strategist, very useful in times of war.
There is really no reason for showing more of him right now. It'd be really, really weird. I mean, wouldn't it?
Right now we're fighting the Juubi and it's probably near the end of this manga. It would be weird for Tobirama to show hidden skills now. I'm positive that he is strong and smart.

This is the Juubi jinchuuriki we're talking about; someone with almost the same power as the Rikudou(you have to remember that the Juubi wasn't even complete).
