Tobirama isn't impressive at all. He has some weak suitons and FTG. Most of the kage level ninjas can counter his moves.

Tobirama isn't weak, but due to little panel time, he is not impressive at all. He doesn't even have any hype. Unless he's given more feats, he isn't getting past Mei. Deal with it.
