His speed and reflexes complimented by KM means Gaara sand isn't catching him. Gamabunta oil and water ruins Gaara sand and on the scale he can shoot it out on means gg for him. Tobirama gets out classes in terms of everything Speed,Reaction,Fire power,Durability etc... ​

Minato wins it IMO. On an unrelated note, wasn't it the combination of Trollkage's water and oil that neutralised Gaara's sand? I have yet to see evidence that Gamabunta alone(or Jiraiya) could do the same.

Minato wins. He is fast enough to evade everything Gaara throws at him on foot. Hiraishin: Dōrai can redirect any kind of projectile thrown at him. Since he has Kurama's chakra powering him up using a couple of Kage Bunshin to feint Tobirama's Hiraishin should not be a problem albeit Tobirama can also use clones but considering Minato is allowed KCM he can afford to make more clones than his opponents. You also allowed him his feats from NUNSR so spamming Hiraishin, Shunshin no jutsu and Rasengans give him the win.​
