I had a look over Naruto wikia to look at Tobirama's abilities to see if he had any similar to that of FTG and how his is somehow superior without the use of seals to that of Minato's Abilities.
First of all, Tobirama has the "Chakra Sensing Technique". Using this technique, sensors can tell when enemies are approaching, and can easily track down targets.
So he can already sense enemies from afar.
He also has an FTG ability already called "Flying Thunder God Slash". A technique combining the use of kenjutsu and space–time ninjutsu where, with sword in hand, the user delivers a swift and devastating slash to their opponent instantaneously. So he had already had an FTG ability to begin with?
If Tobirama can already sense chakra and sense where certain Ninja are. Maybe his FTG is more advanced because he is a sensor type ninja and Minato isn't? So Minato has to use seals but Tobirama doesn't?
