Naturally, as Minato is in Konoha, Hashirama is incapacitated and Hiruzen is elsewhere the buck is passed to Tobirama, who is frankly just swaggering about the place like he's out for a strole. Not only is he closest to the gourd but the gourd is most relevant to him, who used the gourd before?

These people are also within the gourd, along with Samui and co, as I'd wager that they must've avoided being sent back to the afterlife as they were sealed before it happened.

Chances are he'll pick up the gourd and have a flashback about the guys who used it before.
