He did hate the Uchiha, he knows that they are very strong because he has been fighting them for a long time, but after forming the village, he realised the level of evil that they possess that makes them harness power jutsus that could be of danger to the whole village because when they start getting power from the evil side, they cant stop until it actually consumes them... which will be problematic to deal with, so as a Hokage he thought he could deal with it pre-cautiously to avoid it ever happening again but he shouldnt have done that because it then caused more flame when they realised what he was doing by chasing them to the outskirts of the village like some kinda outsiders.
