Akatsuchi did say he will he end up destroying the turtle island, and Onoki agreed. So, they were talking as whole.

None of those have enough range to someone who can fly. Especially, when we don't how long they can reach. And Onoki can dodge them while charging Jinton.

This whole match depends on the starting distance.

Presuming that Onoki starts off hovering at a low level, then Tobirama being the quick to act type, he gets close to Onoki and tags him which pretty much ends it anyway.

If Onoki starts up high in the sky, then Tobirama still has many options revolving around the use of tagged kunai and his Suiryūdan. Using the aforementioned to propel each other upwards closing in on Onoki.

Even if those tactics fail, Tobirama can play the long game and outlast him. And then we mustn't forget that Onoki's best Jinton feat was dodge-able by Edo Madara, who is slower than Pre-Jin Madara, of whom Tobirama was capable of dodging thanks to his own speed.
