if you look closely tobimara takes minatos rasengan, does this mean tobimara can also use rasengan?, please answer its making me cringe, because tobimara is my 2nd favioute character so for him to use a jutsu which naruto destroyed it will make him look crappy

No...rasengan is apparently Minato's only origional move....that he copied by watching Tailed Beasts.


Now it isn't impossible. The jutsu is simply the manipulation of shape which he likely can do (I mean he has the water dragon jutsu which is shape plus element).

But he has never actually used it himself.
