Himawari is actually Tobidara
Is Himawari Kaguya? A Reincarnation? Or maybe some other Oostutski? Maybe the ORIGINAL OOtsutski?
When Hamura and Hagoromo fought their mother they sealed her in a Moon that they made... Kaguya escaped by turning her consciousness into pure chakra. She then ripped herself into three parts.
A New transitioning vessel for her...
Hinata is the reincarnation of Kaguya? (No memories intact, dormant Kaguya genes.) (SHELL not conscious Reincarnation like Himawari)
Hence the Byakugan Princess.

Tobiwari is Tobidara fused with Kaguya's consciousnesses who took over Tobidara and became Tobiwari
After Hima was born Tobiwari became a tool and slave for Himawari who is Kaguya with a new consciousness while Tobiwari is Tobiidara with Kaguya's old consciousness
Hence having to (in some point or time) replace Tobidara with Obito via time manipulation, Eddo tensei and Black Zetsu MAGIC
This was a combined Set UP of Himawari (Kaguya was reborn but she was not the old Kaguya due to the new Dojutsu changing her character/mind |akin to the 10 tails twisting her mind as well|) and Black Zetsu who manipulated the rivalry of Indra vs Ashura in order to create the Moon Eye Plan, a red herring for the REAL PLAN that requires...
Himawari's MAIN PLAN!!! To EVOLVE Boruto's DOJUTSU into one that is ABSOLUTE and FAR EXCEEDS THE RINNE SHARINGAN.
A DOJUTSU LIKE NO OTHER... The Rinne Sharingan was the proto-type but this one is the complete eye that will compliment Himawari's PURE BYAKUGAN that can bend time and space.
But there is ONE problem the eye she craves is not complete. She needs to create a Sharingan that for exceeds a normal sharingan. She needs to create a eye mutation like she planned with Boruto and her REAL NEW BODY (Himawari).
She needs to MERGE SASUKE AND NARUTO.

Using her TIME BENDING EYES, Himawari has two versions of herself... The Cute Hima we know today (which is her original body) and the Himawari fused with Tobidara known as Tobiwari.
Tobiwari is basically a moving body of her from Tobidara were she can use a byakugan via her mind control (as seen with Toneri in the Last). So that she can manipulate others through time and space.
You ask why did she tell Black Zetsu to make the moon eye plan in the first place if it was a red herring and not the actual mind plan she wants to accomplish later on?
Well like how Orochi makes multiple experiments to test theories she too did multiple experiments in order to create a parallel world to create her NEW SHARINGAN!
She first sent her other self via remote mind control (Tobiwari) to recover the Kaguya puppet body (shell of her former self and to merge with it like how Kaguya took over Madara's body) then she sent Tobiwari to Orochi were she took over his mind. (akin to Toneri controlling Hinata in the Last).
There she made Orochimaru create Mitsuki (a final complete version of white Zetsu with sage mode) and also a Female Naruto and a clone of Sasuke.
From there she will let Mitsuki blindly go on a mission to aid Boruto (guard her Dojutsu eye experiment) while doing a mini infinite tsukuyomi to the female Naruto and clone Sasuke...

[*]Kaguya escapes her Sealing from her two SONS
[*]Splits into three: A Conscious chakra that awaits revival (later becomes Hima), A reincarnation body that is used as a transition for her final body (Hinata giving birth to Hima), and Tobiwari (taking over Tobidara) who does the dirty work behind the scenes.
[*]Black Zetsu was always working for Kaguya (or now awakened Kaguya: Himawari) by setting up the Naruto plot in order to set the certain conditions of Naruto and Hinata giving birth to Boruto and Himawari
[*]Himawari wants the final real PURE RINNE SHARINGAN which is Boruto's eye and Kawaki's eye fused.
[*]The infinite tsukuyomi was a red herring for a more real infinite tsukuyomi that is more larger, can take the minds of people in the past present and future and doesn't have the problem of turning her energy source into white zetsus.
[*]Mituski is the complete version of the white zetsu project and a army of him will soon be made.
[*]Himawari is in control and Tobiwari is her other puppet body to which she uses to move with her plans.
What other plans does she have is unknown but soon all will be revealed.
