Most of the fans, including me, are concluding to

Lets talk about some Tobi's abilities which are hardly to think when his identity is been predicted many times.
What I think is, Tobi has to be a Medical Ninja

Many things have been proved in the manga that helped me to build up this theory.

A Medical Ninja knows how carefully an eye must be taken out from the eye socket.

As for now, one question will arise that "If he is a medical ninja then why can't he use medical ninjutsu?"
Its simple, Tobi is been revived in someone else's body. So the dna and the chakra of that body won't be capable to use medical ninjutsu. Its said by Kabuto himself in NARUTO SHIPPUDEN EPISODE 221 after showing Madara's coffin. He says "Your Vessel is Unique."

Now from this data, Tobi can be Izuna because no one knows whether Izuna knew Medical Ninjutsu or not.

Madara knew Tobi before his death, so Madara might have revived Izuna in other body since Izuna died a long time ago and his body might have decayed if Madara intended to use Rinnegan's technique to bring Izuna's soul back in the living world.
And its not said anywhere that Uchihas can't be a Medical Ninja along with their Elite skills.

Is it possible that madara revived izuna with gedo rinne tensei, died, izuna transplanted his eyes to nagato, took the eye from obito, fused with zezu and wanted nagato to revive his brother or himself

If Rinne Tensei was used, i believe nagato said that ya can only revive someone back intro their original body. And because those who died in Konoha were able to be revived, since their bodies were still intact.

If im wrong, my bad. Interesting stuff.

Who Tobi is? I think he said it best himself. He is "No One". I believe this should be taken literally. He is no one person but a construct, combining traits, personalities and body parts from different people. This would explain how he can have the knowledge and multiple personalities, such as his complete personality change from the initial clownish character to the current dry killer.
