1) He is a badass/mastermind, who plays dumb and funny because he does not need to take most people seriously.

2) Nobody knows. About the only thing you can be sure of with Tobi, is that he has a plan.

Tobi was a disguise to keep him hidden. I still find it curious as to why he
turned all serious the moment when Itachi's death was confirmed, did he have
something to do with it?

1. He pretended to be dumb and funny in order to fool everyone to think he is that. He is exactly the opposite which you can see if you've read the recent manga's or seen the anime.

2. He definitely isn't Madara or Shisui. I don't believe he is Kagami either since there is no proof of that. It is questionable if he is an Uchiha. He might be an Uchiha since the beginning, or he just transplanted the eyes though if that is the case he would hide his Sharingan at all times in order to conserve chakra like Kakashi or Danzo.

I think tobi is obito uchiha for a couple reasons:
1. the latest release implies some type of connection between tobi and kakashi
2. Obito gave kakashi an eye and when tobi was first introduced he had a mask showing one eye until he got the rinnegan.
3.トビ (Tobi) is an inverse off the katakana used for オビト (Obito), as Tobi can be also spelled ビオト(Tōbi).
