tobi without kabuto?

so like i have been thinking if Kabuto did not use edo tensei what the hell was tobi going to do i mean he is barely handing naruto as is and he wouldn't even have the gold and sliver brothers without the help of kabuto.

so someone tell me what was he going to do?

what was his plan B? i would like to see it because his zetsu army is useless they are just being killed and they are only taking out like fodder ninja Q and R who don't matter? was it the ten tails he wouldnt even be able to summon the ten tails ithout the gold and silver bros so tell me what was his backup?

Also we would not have seen Madara can't forget about that and we would not have such biased theories at to who tobi is without seeing Madara we still would have thought it was Madara i Know i would have and i dont care about that i just wanna know what his backup plan was? so tell me your thoughts guys and please have evidence.
