Yes, Obito is strong only because of Madara.. also Obitos knowledge is from Madara.

Because to activate Rinnegan you need experience, knowledge and power which obviously Obito lacks.

He hasn't gone through the proper process. Apparently the steps to the Rinnegan cannot be skipped. Seeing as Sasuke is the only other person who has properly achieved EMS, he is the only other person able to get the Rinnegan the real way.
