Tobi said that the 10 tails would come. but bee said that they might have a chance since only one of his tails and the 2 brothers were used and not the actual beast, which tobi noted., but it still wouldn't have been finished cause the 4th took the dark side of the 9 tails which means its 1/2 of what it was

so basically it would have been strong and shit but not in its full form
