I'd say Tobi still has a chance. Mei can counter his Katons, Ay can neutralize his Raitons, but what about Tobi's Fuutons, Suitons and Dotons? The Kages only defense against these attacks would be a human shield ( Tsunade ) or the slug. They would both die after tanking a few attacks.
And there are also the hands of the buddha statue. Ay had problems to crush them even when dozens of random fodders were helping him.
