I'm not prepared to grant Obito the Juubi as his personal summons at this point... so far he has needed Madara to help control it. Until he proves he can summon and control it solo, all he's got is the Gedo, not the Juubi.

Naruto can summon his frogs under his own power. Obito can't summon his 6 paths under his own power... he needs Kabuto to do it for him. As such, he doesn't get them. Period.
