Now that.we know tobi is not madara.it doesn't means he is weak.even he isn't madara, he has sharingan (normal at least), rinnegan, space-time, regeneration (hokage cells) and many more.he in true meaning FOOLED ITACHI who believed all along that tobi is madara.
But now real madara has came forward too.
There cannot be two madara because one person have only one soul.he cannot divide souls.
So what's the chance of tobi against madara.madara indeed scary, he scared tobi first time tobi saw him.but tobi didn't cared much about it.
