I say the 5 kages would squeeze out a victory. Reason being that they about tobi's s/t & so far they have been showing good collaboration in battle (offense & defense), even against madara. Tobi's secret does lie in his identity, he has s/t which would be a great pain for the kages. Tobi also possess 6 tailed beasts but no hosts thanks to naruto but if he has possession of beasts & hosts, than he wil eventually win using them.
