Okay people i just sharing my view.I believe tobi sharingan is special because it got all the attribute of the uchiha clan eyes he collected.
It is a similar ability kabuto did with his body but i believe tobi collected dead uchiha to collect their dna or their eyes attribute inorder to develop an ultimate sharingan eyes.This could be true because when itachi did die during (sasuke vs itachi battle),tobi take his body and his eyes along with sasuke.I guessing that tobi taken itachi sharingan dna and it helped him to counter sasuke amaterasu during their first encounter.
Another example maybe obito,tobi maybe take his sharingan dna instead because obito eyes was crush.Tobi could know some old uchiha jutsu to transfer sharingan skill like itachi did to sasuke at the end of their battle
