I'll give you the benefit of the doubt until chapter 567 or when his face is revealed because what you've said is possible since we've never seen his face or inside the third hole. Allow me to provide insight,
In order to become complete the 10 tails ( Tobi ) will need to combined all three major eyes for the ultimate eye ( as shown on the 10 tails its self )
1. When tobi had the orange mask ever notice the head protector?
2. Three holes are in the new mask for the third eye.
3. Third eye symbolism is knowledge/enlightenment
In a story based off Buddhism I would expect ones to research what they're reading for it shows you the writers inspiration.
Chakra,6 paths, third eye, tobi embodies no emotion like the belief reflects.
The third eye in belief allows one to view another's chakra source.
Look it up & put the pieces together than prepare for this thread to come up again.

1) all available evidence from the manga, except the part when we see a part of Tobi's face that looks like an old man, points to the fact that he is (mostly) made of Zetsu
2) It is entirely possible that Zetsu picked up Madara's body after the fight with Hashirama, and did something similar to Kabuto with Orochimaru. He integrated his clone of Madara with the leftovers of Madara's body, especially the head that included Madara's eyes. During the battle, Madara also obtained a part of Hashirama's body, and this was later developed and integrated into Tobi.
3) Tobi being Zetsu is psychologically probable. If he would be anyone else apart from Zetsu or Izuna, why would he subordinate all his actions to the late Madara's goals? There is another thing: the current Zetsu always asks Tobi for advice. I think that when Madara lived, Zetsu was his student or assistant (or even his creation). When Madara dies, Zetsu felt he could not exist on his own, and recreated Madara for this reason. He still is acting as if Madara was alive.
Counterarguments:
The most important one, in my opinion, is that Tobi has not reacted to Naruto's chakra during the headbutt. I felt this was a real letdown. If Tobi is Zetsu, why didn't he sprout some leaves??
Another problem is that if Tobi is Zetsu, it leaves his time-space abilities unexplained. We have not seen these abilities in any other shinobi so far. Maybe the Edo-Tensei Madara will show such tricks during his fight with the Kages.
I also think that Tobi is a Zetsu clone. I have now looked at several Tobi theories in NB, including the Izuma theory that has many fans. Here are a couple of thoughts:

The Izuna theory has one weakness: Izuna was dead. It would require an explanation, either the death was a fake or Izuna/Tobi is an Edo Tensei (but who resurrected him?)

This is a good point. But why couldn't it be just Madara's eyes, obtained by Zetsu after Madara's death? That would explain everything.

How much of an idiot are you? Tobi made his mask to represent the10 tails eye and if you acctualy looked at the ten tails eye you would see it has a 3 tome sharingan in the center which is what he was trying to make on his mask. And if you have any acctual proof send it to me with pictures and a paper telling me all the facts there is to prove this theory. Little bastard
