You guys have to remember didn't Tobi say Nagato was saving a special jutsu to revive him? The same Jutsu could be used by Madara to revive Izuna. If the Jutsu required one to give up their life (Which it did, and is why Nagato died) it would have been a perfect choice for Madara to use since he was already on the brink of death.

Madara just stated recently that the ONLY thing his BROTHER left behind was his eyes and its power. Which he is basically saying his brother is still dead. Tobi seems to know Kakashi and Gai pretty well as well.
