Well, a few things to keep in perspective; 1 is he may have an ability to not age, and 2 is, he ... well we can't tell exactly how tall he is in the pic provided, as it is the anime after all; not the manga... we know how the animu suffers from animators and such.... (even tho they can afford to make a quality animtor crew with all those games and manga etc they sell, lol)

Edit: who's to say Tobi's not Madara's family member, and only played along with being against him, but in reality aids his cause ultimately with his resurrection, will, etc; not saying this particular case is Tobi, rather general Tobi observation-ing, if that makes sense.

Incorrect. Tobi possesses Hashirama's cells, which grants him immortal life (by Tsunade's words). That means Tobi could easily be like over 100 years old.
