After reading most of all the manga I personally believe Tobi is the son of the Sage of Six Paths(The one that was not chosen to become leader of the ninja world) due to his extensive knowledge base, collection of sharingan, and other things.
He obviously is not Madara at this point since the real Madaras been brought back to life, and the knowledge that Tobi has seems to predate almost every character in the Manga. I can think of know other person(other than the real Madara of course) that would hold such a grudge against Konoha than the very first Uchiha that failed. He refers to himself as nobody as if he himself is a relic of the past.
His Moons eye plan or whatever seems to be something that only someone as old or as close to the Sage of the Six Paths himself would know, I seriously doubt madara could even understand it seeing how he only awakened his rinnegan before dying in the battle with Hashirama.
Although nobody besides Kishi himself really knows this is my opinion. Also it is my opinion that Sasuke will use whatevers in that scroll to have Orochimaru revive the Sage of the Six Paths who is the only one that I can think of that knows everything.
