Tobirama actually liked him and Danzo didn't really seem to hate him. All the other stuff is just assumption. Honestly, from a plot perspective, its just a stupid idea.

I mean, for one, literally no one in the battlefield would have any idea on who Kagami was.

it would have been best if it really was madara. That way madara actually would have been a badass final villain. Now obito was villain for entire shippuden and then madara comes in for few chapters. Then kaguya comes. It wouldn't have felt so rushed if tobi really was madara and kaguya was the surprise.
