Look guys i've found this video on youtube so If you guys wanna watch it and share your comments here? Maybe it'll give you more ideas and perhaps later someone will actually get the right answer? ;P (it's not my video btw, i have a different theory)
I have couple theories too actually.
-I think Tobi actually may be Madara. There has been so much Zetsu cloning and DNA stuff going on in Naruto...
-I think Obito is pretty much not true at all because when he died as a coward at the ago of 13 he wouldn't suddenly gain skills and so much hair at the age of 14 right?
-Many people have been suggesting Izuna and Kagami
-Izuna- Possible, similar face lines and powers adequate to that character, also lack of Mangekyo...perhaps it can't be renewed so simply?
-Kagami- Also Possible- He was Space Time specialist in Tobiramas 4 men squad along which consisted of Tobirama, Sarutobi, Danzo, and Kagami so yeah... quite famous and good squad right there BUT
MADARA KNOWS HIM, so it's probably someone very promising... like a highly skilled uchiha.. perhaps the leader of Konoha police?

and i don;t know where I know it from that he's a specialist. i meant to say that i think it was stated somewhere that he was in a space time squad in a village and they worked on some project. it's just what i remember from somewhere
