I thought Tobi was a Zetsu cloan created by Madara on his deathbed to pull the strings in the dark until Madara could be resurrected via Nagato's Rinnegan. Forming Akautski, capturing the tailed beasts, brainwashing Nagato, etc. Tobi said he was a "shell of his formar self," wich is exactly what a zetsu cloan is.

also when the 4th kick tobi's ass his arm fell off and it was white , so that was a clear indication to me that he is def a Zetsu
