Tobi not using the Shukaku

I have always wondered why Tobi hasn't used the One-Tailed Shukaku... Gaara obviously is not dead yet, but Tobi could have used another dead/revived body through the Summoning: Impure World Resurrection. he would have an extra advantage, not that I'm siding with him tho... Any thoughts, am I the only one wondering??

because shukaku's jinchuriki aka gaara is not dead. this is the reason why he cannot use shukaku

because he can only use 6 at a time as paths so he only needs 6 tailed beasts
