He transplanted the rinnegan into his own eye socket which would not be possible without medical ninjutsu became nerves don't automatically reconnect the way blood vessels do so even if the eye was perfectly in place the nerves would not reconnect. This is why complete eyeball transfer is not possible for us. Tobi has to have some medical ninjutsu to have transferred his eye.

The only possible way I can see him transferring it on his own without medical would be if he transferred only the cornea which is possible in real life without medical ninjutsu. I still don't think it's very feasible that he did this. I think he has medical ninjutsu.

And yes, he def. knows some medical ninjutsu, otherwise I don't see how would he do all the stuff with transplanting the eyes and so.
