THIS IS NOT ANOTHER OBITO THEORY
First off, i'd like to say I have a couple of theories which could be plausible towards Tobi's identity. As most tobi theories, they have some negative setbacks and inconclusive support. This is just a theory I thought about while I was taking a shower lol.
KAGAMI UCHIHA: I'd like to start with the negative setbacks. Why would Kishimoto introduce a major antagonist with such little information or background information on the character. I don't think Kishimoto would do such a thing, but it could all be a connect-the-dots thing. Let me explain. Kagami and Obito have similar physical attributes. It is plausible to say that Kagami could be Obito's father. We were never provided with Obito's background information. Kagami fits the age description to be older then Kakashi and possibly Obito's father. He was in a similar squadron with Hiruzen and Danzo. They seem to have all grown up together, or be of close age. Hiruzen's son is Asuma, who is a very close age to Kakashi (if not the same). Kakashi and Obito were in the same age group which could make sense that, yet again, Kagami is Obito's father. It is known in the Naruto Universe that Kagami is deceased, but there is little to no information on how he has passed away. With all the twists in the Narutoverse, Kagami could still be alive. Obito died DUE TO WAR. He was crushed by Iwagakure (Earth Village) ninjas in their tight tensions with the leaf. With Obito being inflicted by these problems, Kagami would have probably become completely heart broken and want revenge. Tobi has time/space techniques due to his sharingan. Kakashi has similar time/space techniques which he RETRIEVED from obito. These techniques could have been passed down through their family's bloodline. For example, Itachi and Sasuke share similar techniques with susanoo, amataresu, etc. Tobi doesn't just have one sharingan (which he exposes). He has another sharingan which he didn't show back in the manga until he fought with Konan. Thus, explaining that it is a high chance of being Kagami. Now Kagami could want revenge on this world after losing his son. His moon-eye plan explains that he wants to get rid of peace and war, and live in a world of complete solitude and unity. Yet again, i'm just brainstorming the most likely reasons that it could be Kagami. Also, I wanted to mention another supplemental evidence. We all haven't seen Tobi use Mangekyou Sharingan, which allows us to think that he doesn't have the ability to use it. Obito acquired his sharingan at a very late age of 13. This could mean that he has weak kekkei genkai. He could have had that passed down from his father, who to this day has not been able to acquire Mangekyou Sharingan. Kagami recognized Kakashi and Gai, which we could all assume that he affiliated with them. Kagami was of high order in the village, close to the elders. This explains why he has such high knowledge of the Leaf village. Also, Tobi referred to himself as a NOBODY. In the anime and manga, Kagami has had little to nothing of spotlight at all. No one cares for him, or gives him the slightest attention. So in the narutoverse, he's known as a nobody. Also, Tobi knew danzo, which further backs up that he could be Kagami because Tobi knew danzo's extent of abilities.
But like I said, it'd be kind of stupid to introduce someone that we have little information about but it'd make it more interesting towards the plot and storyline. Kishimoto could be on to something, but yet again my theory isn't totally perfect. It does have minor negative setbacks to which you viewers can identify.
