I don't think Tobi is trying to capture Naruto right now...
First, there's the thing where he said that he would force Naruto to fight Sasuke
...
And now he's saying Naruto is a pawn to stimulate Sasuke.
So is he trying to get Kurama at this moment?
Yes, this is an extremely interesting question. There are a few things to remember here:
1) Like you showed in your image above, Tobi did say he was going to force Naruto to fight Sasuke. However, Sasuke killed Zetsu and doesn't seem like he wants to be allied with Tobi too much. Sasuke might not go along with such a fight.
2) Tobi has chakra from all 9 tailed beasts now (Killer Bee's tentacle and the 9-tails chakra from the magic pot with Kinkaku brothers in it). Why did he go to the battle field to steal the magic pot in the first place if he still needs to capture Naruto?
3) It took several Akatsuki members three whole days to seal the 1-tail out of Gaara. How quickly can Tobi do it by himself if Sasuke doesn't help and if Tobi doesn't help? That's at least 6 days worth of sitting in a quiet room, open to attack, trying to seal these two. That's a long time to be defenseless in the middle of such a large war.
4) Tobi does need to seal the 8-tails into the statue first, the 9-tails last, or else the statue will break. This means, if he does intend to seal them, that he needs to capture Killer Bee OR both jinchuuriki at once, but he can't just capture Naruto by himself.
5) Tobi said he wants to synchronize Sasuke with the Gedo Mazo statue. Why would Tobi say this if he has a Rinnegan himself and can be synchronized without Sasuke? Why rely on Sasuke to do anything in his plan that Tobi can do himself? What if Sasuke doesn't want to do it?
These are a few very important questions, and with these in mind it seems very hard to imagine that Tobi wants to capture Naruto right now. If he doesn't want to capture Naruto, the question becomes why Tobi is fighting Naruto right now at all? Just to capture Killer Bee?
