look if you go to Naruto shippuden episode 208 you will see that Tobi can weirdly rip off his arm because he was infected by Torune's venom beetles. And then once Tobi's arm is on the floor, out comes Zetzu clay. Note: The other thing is that once the arm came off, in another episode he has both arms perfectly on him, like Zetzu can do after a while.
