Tobi is zetsu clone

what if...zetsu was born in the Beginning of the first great ninja war, and some where in the middle Madara found him and then work together on the moons eye plan. Madara knew he would be killed by the first hokage, so zetsu prepared a clone of Madara with his Madaras cells, so he would have Madaras powers and his memories; Therefore a second Madara. Tell me if there is anything wrong with this theory (P.S I like hate mail)
