Tobi also didn't have the rinnegan. Madara awakened the rinnegans, then he or Tobi implanted them into Nagato's eyes, and then Tobi took them back.

This is a really bad reason, this could just be human error with the shading, or maybe he tanned or something. I believe that he does look like madara (not saying that tobi is in any way even related) because when sasuke saw him maskless amaterasu activated meaning he must have looked like madara and from wat weve seen of tobis face he has a similar facial structure and the lines under his eyes like Madara does.
