When the mask broke, we all thought the mystery was case closed when the man was revealed to be Obito in chapter 599 but it wasn't the case.
Remember when Madara implanted Black Zetsu inside Obito heart? Black Zetsu has the ability to manipulate anyone and control their power. You can say that Tobi who is Obito share entities with Black Zetsu. They both sides of the same coin.
Now Tobi was following Madara ideal and claiming to be him however Madara was a fool believing the inscribed monument stone when he was a pawn of Black Zetsu.
