Tobi is a sensor type

I think Tobi is a sensor type and one of the best we've seen in the manga so far. He's found quite a few people from far distances, who knows how far his sensor range is. These are a few examples of Tobi demonstrating his sensor abilities:

EDIT: Tobi could have asked Zetsu for the last three people, but from what we know he wasn't there when he fought Minato

i think tobi is a combination of every best thing: uchiha, senju, uzumaki, jinchuriki, sensor

Zetsu could have helped him find the last three people. But Zetsu wasn't there when he fought Minato

If thats the case. Tobi could have easily found Naruto on that boat heading to iHave forgotten where (fillers) and just kidnapped him while Naruto was sleeping.

He knew Naruto was coming, what he didn't expect was Naruto's new super speed

He could have done the same thing in Naruto's hotel room, but he wanted to "talk" instead. And who knows how long Naruto was really on that boat? The fillers don't count

He did see Naruto before he attacked him, like I said I believe Tobi wasn't expecting Naruto's speed. I don't know if he sensed him here though

And here, Tobi says ''I should have slipped through you.'' Implying that Tobi noticed Naruto, but didn't have the time to become intangible - a.k.a Naruto was too fast.
