Tobi has been able to use rinnengan all along.

Tobi has had his rinnengan was before he took them back from Nagato. In the lastest chapter, this was confirmed when Son Goku mentioned the chains are from the Rinnengan's outer path. We also saw him using these same chain back when Tobi had his scuffle with Minato around 16 years ago. This confirms he has had the eyes for a long time and that it is actually quite possible he gave Nagato the rinnengan.

I have heard a lot o debate as to weither or not he could actually have given him these eyes or if he lied in the past. Its now safe to say he was probably telling the truth.

Wow people are being stupid today with this new chapter. They arent the same chains. They are just regular chains when he fights Minato you can see it linked to his freaking wrist.

He used regular chains against minato. Nd used the sharingan on kurama. If those were outer path chains he wuld hav used them on kurama back then.

i wanna know, how Tobi and Kushina use the same chain attack and what that means about Kushina? maybe nothing but unless i missed something Tobi can use the "chain" chain attack that Kushina uses right? i wanna know how??
