Naruto claims that Nagato, though through a twisted way, did in fact long for peace. But he says, "But not you!!" to Tobi. And Tobi even agrees.

Does that mean Tobi is planning something else also, other then just placing a Tsukuyomi on the moon? What does "becoming complete" have to do with it? ----> Into my Tobi is the Elder Son who thinks that he should have inherited the Juubi theory, or something like that.

Telling them he does not want peace like Nagato did makes him the major villian.

He declares war and the whole world unites to fight him. He have now in a twisted way created peace by uniting all nations into one.
