Tobi could have won the war on his own

Tobi was completely right on deciding to start the war on his own with his 100000 zetsus.If it wasn't for naruto, there will be no BM and emotions sensing. Tobi could have defeated the alliance with his kamui, rinnegan techniques and gedo mazo. Indeed, he has rinnegan techniques like shinra tensei,everything associated with rinnegan. He decided not to use them after Kabuto has appeared and showed him the jinchurikis.It was at this moment that Tobi planned to seal bijuus in their respective hosts who were edo and could not die.He used them as the Six Paths of Pain and found that it was better to spend his chakra controlling powerful bijuus than using Nagato's techniques already known to Konoha. And while controlling them , his chakra reserves depleted quicker than he has expected and he was greatly weakened. If he had followed his other plan-use rinnegan jutsus with kamui and gedo mazo, he would have conquered over the alliance.

Tobi was no longer able to use powerful Gedo Mazo techniques(shockwave) because of the conscious bijuus. That meeting between naruto and them had a role in weakening gedo mazo. Even if gedo mazo absorbed them, it could not fight with their power. Tobi realised this upon seeing the statue being defeated, completely knowing his plans for the war have failed. He went on reviving the Juubi as his last hope of winning.
