Setsuna Uchiha was a member of the Uchiha clan during the reign of the Second Hokage. He was also a member of the Konoha Military Police Force. He grew tired of the Second Hokage's suspicions against the Uchiha clan, he plotted to take back the supremacy held by the Senju clan.
Reasons, He could have easily gotten the 1st Cells because by the time the 2nd took office the 1st had died in the Second Great Ninja War. He had the same ideas as Madara but later used then, therefore could easily use his identity(it being more fearsome than his own). Then he already wears something on his face. Has hair is like Tobi's, also uses what looks like a weapon/Fan. Mpt too mention has line on his cheek bones.
During the Third Databook, on page 186. Kishi gave out the information on him.
To me it seems pretty random to give out a person's information like that when He's only in one picture in the manga. But he may just be a one page character that means nothing, Kishi just randomly made some information for.
I hate theories on Who is madara because I want to put it to rest, but I just can't get my head around the fact that he Kishi is hiding soo much from us.
So now you have another theory. Sorry if I make you mad, I just wanted to throw what I fund out there.
