That's not what he's saying. He's saying Tobi can't go intagible while Kakashi is using Kamui.

He then backed it up by showing Tobi didn't go intagible while Kakashi was attacking Gedo Mazo. In the same chapter he dodged again while Kakashi was using Kamui on the kunai.

This is a really impressive theory that could probably lead to how they beat Tobi.

It could also be that Gai's numchuck hit Tobi's mask you can see there are line around the outline of both the mask and chuck, it could be indicating a collision.

Think it's in the first scan you can see the chuck on the side of tobi's mask where the crack then appears.

Also when Tobi and Naruto meet Naruto head butts him successfully.
