I did my research according to actual real life references Kishimoto might have made, here we go:

Its possible Izuna could be Tobi, according to the name Mt.Izuna this reference is 80% to Rinne(Samsara).

Mt.Izuna is a sacred mountain and is said to be home to a tengu named Saburo, which litrally means "third son" or "three, bright". Tobi mentions his the 3rd Rikodou Sennin after Madara.

Mt.Izuna is ironically located in the Nagano prefecture, which sounds like Nagato right?

Also if you dont know what an Tengu is, they are said to be "Heavenly Dogs" or "Monster-spirit". They wear masks, different shapes and different forms, often the one with long noses, like Itachi's Susanoo

And amazingly, on Mt.Izuna it is said that there are highly religious priests that practice something called "Bodhi", an awakening where you become one with a god.

Now along with this practice, you should have insight in one thing:

That is knowing Rinne(Samsara) and Reincarnation, this is an solid proof of Tobi or Izuna having Rinnegan.

Izuna is my bet but it's a little too obvious, is it confirmed that his sharingan is actually his own?
