Tobi and the Tsukuyomi

Ok i know that this thread will be a fail but doesnt hurt to try.

So we know Tobi has MS and Rinnegan but there's something that i need to know. To cast Tsukuyomi you need MS but don't you need the 2 eyes of Uchiha.
And if the thread i read days ago is right then to cast Infinite Tsukuyomi don't you need EMS.

We know that Danzou had Shushi's sharingan then why after Sasuke killed Danzou, Tobi didn't use the stolen sharingan to form his EMS.
