let me re-phrase the whole thing the way I understood what that guy said;

- So madara does not know Tobi, he was refering about Nagato the whole time, he gave his eyes to Nagato so he can later bring him back from the dead.I might add to this, of my own opinion, Zetsu was probably left there by Madara so he can keep an eye on Nagato and make sure he goes on the "right path".

- Tobi/Obito is the one who truly seeks peace even though his means to achieve it are kind of extreme, Madara's thirst for power isn't justified by peace.When Tobi said he gave Nagato his Rinnegan, he was impersonating Madara at that moment... He could have known it and let that info slip to reinforce his disguise !

That, we do not know. It's actually more likely that Madara was its original benefactor, as Yahiko, Konan, and Nagato(Especially) would not be so easily fooled.
