Remember that the Samurai who was burned by Sasukes Amaterasu for a longer time but it seems like he didn't get burned at all. No it was Izanagi. If he was going to kamui amaterasu is whole arm would be gone. Not only that flames already spread throughout his body. Not to mention Tobi was screaming and aching in pain before coming back unharmed. Had to be izanagi
