As of what we've seen,I still can't see Tobi's puppets outclassing Nagato's,and we have no clue whether the jinchuuriki paths are able to master the Rinnegan's power like the original inheritor.

Tobi's would win but Deva path would be the main combatant and could even win it for Nagato since he can fly super fast like Onoki and has the power of Gravity on his side.
It's a toss up because Nagato's paths are designated for every aspect of combat including offense and defense. Tobi's paths are mostly offense as we've seen.

But the deciding factor here is that Tobi's paths are immortal Edos and cannot be killed so Tobi's paths win.
