Pretty much what you have here. This fight was a lot like Team Taka's fight with Killer Bee in that even though Naruto didn't want to kill Sasuke, he had to fight with an intent to kill in order to match the level of power Sasuke was throwing at him.

If anything Naruto was playing defense more than offense because he didn't desire to kill Sasuke. It's not that he was holding back. and it doesn't mean he wasn't serious either.

While remotely possible, Shinra Tensei works differently. Sakura was quite simply stopped in her tracks. Shinra Tensei would have pushed her back a couple blocks instead. This means something was stopping her, and Limbo is the first logical explanation that comes to mind.

I say remotely possible because if Madara had used shinra tensei with the exact force that Sakura (in her movement) was coming with (and no more nor less) then the same result would have been achieved. But Madara could not have calculated that. Noone could have.
