I would have to say Iruka because he is the closest thing to a parental figure that Naruto has had even though he's not much older than him. Naruto values his company and his advice.

He loved Juraiya and was closer to him than anyone else in the village beside Tsunade, but Juraiya was gone a lot and not as steady an influence as Iruka. Iruka had more of an influence on the type of person Naruto is while Juraiya had more of an influence on the type of ninja Naruto is.
