To be honest, every character is guilty of being overrated by their fanbase.

All characters get overrated by their fanboys, and the only characters that don't get overrated are fodder garabage...like Kiba. But characters who are good or have potential are usually overrated.

Itachi
Minato
(these two^ have been getting it alot lately)

Kabuto
Tsunade (she's the least deserving in my opinion)
Tobirama
Nagato

There are many others, but I'm too lazy to type all of them. I didn't include Hashi or Madara because they've shown that they deserve every bit of respect they get. I've just been seeing people complain about Minato and Itachi being overrated but it's not only them, every character has bias fanboys that overrate them. Some characters on my list are far more overrated than others though.

In the past he was overrated, but now there's no reason to overrate.Top 5 characters tend to not get overrated due to their overall power there's nothing left to overrate.

Oh yeah, the base has been doing that lately. One thing I noticed is whenever a character reveals a new power or is about to reveal a new power, the base goes ballistic and they overrate the character thread after thread. Remember how the base got after Kakashi Kamui'd a Bijuu, my goodness.
