The chuunin exam is used to test Genin for Chuunin level situations. In the real world, Bolt will have that bracelet, so it doesn't matter whatsoever.

If anything, Naruto is restricting Bolt's real world abilities to get missions done, which is not an accurate representation of his level of ability.

The purpose of the chunnin exams battle isn't entirely to test someone's damn world skills,
this part is to test THEIR abilities to see if they're qualified by sending them against
another student.

His fight wasn't just him, it wasn't only HIS abilities, he had external help.
The match wasn't Boruto vs Shika, it was Boruto + Bracelet vs Shika.
Bolt can put the bracelet on when ever the fyck he wants on a mission/ in war,
who gives a f*ck?

It doesn't change the fact the bracelet obviously interfere's with rules,
the exact definition of cheating.

The chunnin exams doesn't determine how a person should behave, or
anything like that, it's just there to show skills of who's good and who isn't,
the bracelet makes that easier unfairly against competition.

A simple comparison would be to say:

For example- Someone learning martial arts enters a martial arts tournament to change their belt, lets just say that the tournament is to test their skills at the rank to see if they could advance. Now lets just say that that someone brings brass knuckles or a gun to the martial arts tournament and beats their enemy with it, wouldn't that be unfair.

Now lets say that same martial artist's home is broken into, and they use their gun to subdue the burglar in order to defent themselves, or alternatively they're a police officer and use their gun in order to take down a bandit or perpetrator, in that situation, the use of a gun would be warranted now wouldn't it.

That's the difference between using the tool in the chuunin exams and using it in a mission situation, the chuunin exams is to test you're ability as a ninja and during a mission the aim is to accomplish your mission objective, see the difference now.

tl;dr, Boruto's cheating has no defence as he openly broke the tournaments rules, that is all.

You've left out one important detail in your argument. The people they're going to fight in the missions might also have those bracelets. If they do, then their ninja skills will be the determining factor and he will lose since he's been relying on the bracelets.
That's why bracelets should be be banned. It doesn't give a real indication of his capabilities as a shinobi. IF he passes the shinobi test without the bracelet, Naruto can alteast be sure if he meets an opponent who has the bracelet, he can rely on his own skills to survive
