To all that think "There is not enough room for character development elsewhere" :

...All I have too say is: the Anime.

The anime provides a lot of room for character progression... So character development in general is a possibility I feel (Until Kishi says otherwise about said anime)...

Simply because Kishi has stated the manga limited in the sense about general development (supposed time line before the "end of games") doesn't mean the same for the anime... What with non-canon (fillers?)

I still think there should be more but the anime does help, the good fillers are often funny and are good for character development but some of them can be awful

The thing is...fillers are technically non-canon. Not to mention that the vast majority of them are absolutely awful.

Seriously, there is so much they could write about instead...A normal mission for a Konoha 11 squad, for instance.

But nope, it has to be about a ridiculous villain who is only beaten by Naruto and a run-of-the-mill sidekick with a horrible haircut.
